The feature that lets you convert a game disc into a digital license is already available to Xbox Insiders, and has a benefit that was previously unknown.

Inserting a disc for a title that has been delisted still allows you to obtain a digital copy of that same game. One user discovered this by inserting the disc for the game Deadpool, which had been removed from the stores in November 2017. Other titles such as Minecraft: Story Mode, Rock Band 4, and Titanfall are also affected.

Keep in mind that digital versions provide access to all the benefits, such as Xbox Play Anywhere (for playing on PC) and streaming via Xbox Cloud Gaming.
